Default Anybody good with a buffer?

I need this fixed. This is where someone attempted to "buff" spray paint off the car. It left swirled scratch marks in the clear coat and hopefully someone can correct this for me.

It's hard to tell, but it looks like the clear is burnt.

Im hoping thats not the case, I dont think it is. The scratches are not deep at all. Its a bunch of light scratches concentrated in that area, but they look like they are on the very surface.
