No and I refuse to. The waste is part of the water and IIRC it's broken down, so I won't be paying it and when I receive the bill I'll call them and ask them what exactly am I paying for.
Supposedly they're doing bulk pick up without an appointment or whatever up until 12/11, so if your trash day hasn't come then they should go away by the next time they come. If not, well, good luck getting someone to help you.

I’m not sure what it is about these meaningless government jobs that brings out the most ignorant and ghetto people to staff them. My local post office looks like it employs the bad guys from an episode of “Cops”.
Anyway you have two options.
Go down there in person and don’t take no for answer.
Bring it up at your next city consol meeting / write / call your city consoler.

Call and complain to the Norfolk Health Department. Tell them that the lack of a trash can is creating a health concern. Other than that, look for a house close by that's vacant and take theirs.
