It will also trigger a CEL, which there is none. Most crank position sensor problems aren't detected until the engine starts rotating unless the sensor is missing or there is a major fault on the sensor input. A CPS problem doesn't explain the 2V at the fuse either, because a functional fuel pump circuit with a functional relay will show 0V at the output of the relay, not 2V. A properly functioning relay is either on or off, it's not sitting at 2V on the output.
This is not always true..
My thing is, don't assume.

Update.. it's been raining so I havent been able to check for spark, but here's what I have found.
Still have 2v across fuse 13. I do have proper voltage across fuse 44 but like I said I haven't been able to check for spark. As of right now my battery is dead but after charging it for a little, I noticed I do have a CEL.
That's where things get interesting (again). I tried jumping the service connector with a paper clip to get the code, and the CEL never flashed, just stayed completely solid. So I went to Autozone and rented a code scanner, plugged it into my OBDII port and it consistently tells me that it can't connect to the car and that I should check my connections.
This thing is more frustrating by the day, any help is very appreciated.

While it hasn't gotten to 0 kelvin, I wouldn't say it hasn't gotten cold enough to see a problem with a failing main relay. I had a main relay that was failing at freezing temps, which it has gotten to this year (actually it was in the teens last week). Although, as the OP stated, it wasn't his problem.
