Oh and it wasn't a metal fence piece. It looks like they used some kind of metal pole from a moving vehicle or something.

Aight, my best guess is that it wasn't a planned thing, most likely some of local retarded kids trying to do stuff that makes them 'cool'. My sis hears a lot of gossip about them, I'll tell her to keep an ear out.
