James City County is not a bad place for modded cars. Quite a few of the cops here are car guys themselves.
Get the best damn lawyer you can for the 96 in a 55. In the Beach you just might see the inside of a jail for that one. He'll tell you what to do, but off hand I'm thinking you want to push out the date on all those other tickets until the reckless is taken care of.

I think taking a person's license away should be presumed enough to correct their behavior until they're pulled for driving without a license. The Beach doesn't always agree.

It's gonna be funny when the insurance company finds out about the 10 tickets and 96 in a 55 reckless in a 3 week span. LOL....

Not trying to be an ass OP, but meet your new best friend

It's a particularly depressing bus system we have here, but it's better than walking.
Any chance you'll tell us who the cop is and/or what the other 10 tickets are for?

It's not just the smell, it's the forever-and-a-day routes, the long wait between buses, and the state of the fellow passengers. I was on it for about 7 months when building my car, I know.
Ok, so they're equipment violations. Those won't be so bad if you get them fixed. Why haven't you gotten them fixed yet? No money or something? Get them fixed QUICKLY. You can try your luck on them, but I'd still suggest pushing them back until the reckless was taken care of. I'm no lawyer though.
That you're friend was drunk and you were being a DD I would think is mitigating (stupid as hell, and not a good reason at all, but somehow it's mitigating that you were discouraging someone from driving drunk), VA Beach might not think so. I'd say it's about 50/50 that you'll spend some amount of time in jail.
