Whatever story the seller is making up isn't worth fucking with for an Integra. There are plenty to choose from, just walk away and find another one.
If the seller really wants to sell it, he'll get the title straightened out before he offers it for sale. As soon as it changes hands, it gets exponentially harder to properly title it.

When i bought my first car, i was young and stupid, and got fucked in a situation just like this. LUCKILY, i knew the "original" owner of the car, went to DMV, got the paper work, and PM'd him on here. It's not worth it unless you know the original owner or can get in contact with him/her.
