So heres the story, my civic threw a rod last september. Well, myself being a poor E3 in the military, I couldn't gather the cash to fix it. So I parked it and took the insurance off untill I could get it fixed. Well, the DMV sent me a letter saying my driving priveledges in VA have been revoked. To make a long story short, I called the DMV today to ask what I needed to do to make everything legal again. They said I needed to pay the $500 fine for not having insurance and an $85 reinstatement fee. This will give me all new registration on the car. They also said before they would grant me my driving priveledges, I needed an SR-22 form from my insurance company. So I email USAA and they are helping me out. But, why would I need an SR-22 for an offense as small as being uninsured? It seems like a big deal that makes me look like a criminal or something. What is the total purpose of an SR-22??

To the DMV, you were operating an uninsured vehicle, which is a crime. They should have sent you a letter telling you to prove that the vehicle was not being operated while uninsured. At least that's how it used to work.

No, they just sent a letter saying that I needed to show proof of insurance on a certain date. I really have no proof that the car was inoperatable. This all just took me for a whirl because I am originally from KY and hell, you can drive a car your whole life without insurance and nobody would know unless you got pulled. I mean, I understand that insurance is the law and I would never drive without it, but had no clue VA took it to such an extreme.
