I'm still thinking it's a bad ground somewhere because of the flicker. Might also check the wires for your throttle body and mass air meter since it appears to correspond with a specific rpm.

Is it throwing a CEL? sounds like its safe mode. A injector problem or ECU could do it. Will it rev past 3500 outta gear?
BTW, what happend to Mo's car? I heard somethin happend to it on broad street.
