Do most of these places also do inspections without trying to nickle and dime you to make themselves money?

My only experience in Richmond thus far was at Tuffy's where they were super-shady and clearly trying to rip me off in order to not only get the $16 but also to generate revenue for their service department by telling me I would fail unless I had them fix a number of things (which were not faulty nor should have been cause for failure).
