Warrants, stolen vehicles, and sex offenders are tracked by the DMV through license plates. Processing more plates means more are caught. You'd be surprised how many felons are caught by simple traffic stops. That's why even for a warning on a broken tail light, the officer runs the tags (and usually the driver's license number as well).

But the truth is there's no money to be made off a sex offender unless he prepays his broken-taillight ticket.
