i got 1 of those things in DC. well friend was driving my car bc i was trashed. If another person was driving you can get their license info and return the ticket and it will then be mailed to the driver.
mine was $75

I got one in the 3rd street tunnel almost a 1/4 mile after turning off of New York Ave about 2 years ago. They've been around for a while man.
