full tank. we thought bad fuel but thats not it either. plenty of volts. new battery and good connects.

alright....heres the update. checked wiring again, from ignition signal wire at distributor all the way to the ecu. wire ohmed out correct. also took ecu covers off and checked the pins to the next contact point on the ecu board. also ok. could i actually have a bad ecu? any other tests i can do? the signal wire i tested was the white wire off the distributor plug to pin 8. this is the actual pin number on the connector. but if using honda-swap pinout sheet, it would be pin 15. to confusing? any help?

Why are you checking the fuel system if you have a very clearcut ignition system problem?

that was before i knew it had a code. my friend put gas in his car, drove 1/4 mile home, and the next day it wouldn't start. that was just one of the first things that we checked before pulling carpet back to see the code light.

This guy fixed his problem with code 15 by sourcing out a black/yellow wire which was broken somewhere between the distributor connector and the ignition switch. Is your harness hacked into?

EDIT: Make sure you use a multimeter and check the wire with the key in the ON position on the column. Also check the yellow/green wire between the igniter unit and ECU for continuity. If you have a Haynes manual, it should list the proper voltage for these lines.

harness is not hacked, but i will check that. thanks for the info
