the sheriffs dept is responsable for serving subpeonas , warrants, transfering inmates, and controlling facilities such as jails. the police dept in a city with both is resposable for basically everything else. there are also correction officers which handle probation , parole, and correction facilities .

i personally am getting a degree in these fields so i see things that may not be obvious to others. but i feel that they all do thier jobs at a high standard. but thats just my opinion. the probation officers hold the most power in my opinion, they can arrest anyone with only probable cause. that is the field that i am studying. probation officers dont have so many things weighing on them as other officers of the law.

Correctional officers or CO's don't control probation and parole. They only control the regional jails and prisons. They only have jurisdiction within the facility they work and 1 mile around that facility. You have both state and city probation officers. Parole officers only work for the state. Any officer can arrest somebody with only probable cause, that is what is used to arrest everybody. How could you arrest somebody without probable cause.

well actually if you read the second half i corrected myself to probation officers, and actually i am correcting myself again because i ment reasonable suspcion. but thanks for trying to act like i am dumb and dont know anything about the feild of my degree.
