I'm going to guess that you're hitting the max injector duty cycle. The stock injectors don't really have a lot of flow left over the stock power output. If I remember, 440cc injectors max out at less than 300 HP worth of flow on most Honda engines, so think about where that would put you with the stock 240ccs....
The only way you would have a boost cut is if you have the ECU chipped and have been tuned using one of the software packages that adds a boost cut (like Hondata). Otherwise, if you are using the stock ECU and the stock MAP sensor, it will freak out (and throw an error code) when you hit around 11 PSI of boost pressure.

In a car that's not factory turbo there is no such thing as boost cut, unless you're running some type of standalone that offers boost cut (not sure what's available honda-wise) The only things controlling boost are your wastegate (already mentioned) which in some cases can be "tuned" with a cheater spring or something of that nature, but most simply need to be replaced with one that allows a higher boost level. Any type of manual or electric boost control is simply stealing the wastegate signal before it gets to the wastegate and thus opens the WG later.....with the info yo've given us I have no idea what type of "boost cut" you think you're hitting, but unless you've got some kind of super duper rare maD tYte stock boosted honda, you're not hitting any type of "boost cut"

Here's one question that i feel i have to ask. Running a stock clutch in this??
I use to have the problem that when i would go in full boost, the clutch would slip about 3-5lbs of pressure then catch again.

How long have you been driving on that clutch? and How do you drive your car? what i mean by that is do you dog it everywhere or only on occasion?
Any change in tune such as from an exhaust leak or a bad o2 sensor?

Check and see if you have any cracks in any of your vacuum tubing. If you ease into it, its fine? My hatch was the same way. I was tuned on 15, it was spiking 19 and would back off by itself, due to my ram horn eating my wastegate vac tubing.
