Seeing as most cars are different, it might help to give a little more information about what car it is that you drive.

Secondly, you can either remove the bulb from the cluster or put electrical tape over the cluster.

ok common sense will tell you that if you remove a component of the srs system the light will come on and stay on...either remove the bulb or you may be able to unplug the srs module and get the light to stay off...if its a honda just unplug the module...

and no it wont pass inspection..
