Get a intake,if you buy used, buy a new filter. Get a used Dc-Sports header, and get a good catback.
Then, I'd suggest you buy a good clutch/flywheel setup.

Re: B16 mods??
Whoever said a b16 bottom end was worthless is a dumb motherfucker.
****NEWS FLASH****
IT'S A FUCKING HONDA. NO MATTER WHAT SETUP YOU HAVE YOU ARENT GOING TO BE MAKING AN ASSLOAD OF TORQUE.
Even with a 2 litre block. Anyways, as for mods. Basically what everyone said. Intake/Header/Exhaust. Get a good set of mild cams along with a 8 or 10lb flywheel and a decent clutch and you'll have a fun street car that won't break the bank. I'd recommend a new tune with the cams, but you can do that with a V-AFC or some of the free tuning software that is around if you do some research on it.

Like everyone said, Start with the small stuff first. A tune up is a must, you never know when the last one was done. Then start with the bolt-ons. I/h/e is the best way to start. For a fun little motor add some ctr pistons to the mix and it will be pretty damn quick.
