This question has my doubts for what you want to do this for, for one regardless if you're going to get a new motor to put in your vehicle you more than likely want to rebuild it for the fact it will be reliable. What do you mean by decently tuned? Like bolt ons or just a reflash or ecu mod? Common sense will tell you why people build vtec motors over non vtec motors. B series non vtec motor heads flow like shit no matter how much machining you can do to them therefore people put vtec heads on to get that flow.

For the fact could a decently tuned b20z beat a b16a2 possibly, it depends on the other things that make a car faster such as tires, gear ratios, traction, weight of vehicle, etc. basically you are now asking a pointless question that's been covered a million times already.

In all reality what does it matter you're still going to get beat by anything that isn't a Honda.

So, you're a college student and don't know how to search for anything? You might as well drop out now

Most shops charge 200-400 to tune a car. Now this can be higher depending on the fuel management used (AEM, Hondata, Haltec, ect may be more).

Any swap with a Cam gear/s will not net any power gains unless you degree the cam (using a stock cam/s with a cam gear is pointless). Just put a stock engine in it an drive it. Stop wasting money and get a good education.

Yeah, a cam gear isn't going to net you anything unless you can adjust it in a controlled environment on a dyno. Doing it on the street is as subjective and inaccurate as trying to measure fuel economy gains while driving around town.
