Is there a circlip on the end of the axle? Is it compressed or is it expanded out larger than the axle diameter? Did you compare the new axle stub to the original?

When you put the axle in, does it slide in easily or do you have to tap on it a bit to start it? Just expand the circlip a little and give that a try..

when you install the axle do you push it all the way in? if it's seated you shouldn't be able to pull it back out by hand.

I would reccomend that you take that axle back as a defect and get another one. If you are pushing it in like you say you are, you shouldnt have any problem with it popping back out.
