Check your spark plugs and wires first then check out your O2 sensor. I'm assuming its a manual transmission?

ok so fully tuned up, o2 sensor checked out ok, the hesitation has lessened to the point where ive been told that is just the "lean burn" kicking in at cruising speeds... but im still only getting low 40's mpg, im supposed to get in the 50s. anyone have any suggestions?
