Is p28 obd2 and untuned will it deliver enough fuel?

It should be tuned, and you can use an OBD1 ECU with an adapter harness. You don't really want an OBD2 ECU because it can't be tuned, and if you get an OBD2 GSR ECU you'll have to use a GSR head and GSR manifold or you're throw a CEL for the intake manifold IAB control (because it can't be disabled if the ECU can't be chipped). This all assumes that the stock GSR ECU program is actually going to properly run an LS/VTEC, which is a little bit of a stretch anyway.

You might be able to find an automatic OBD2 ECU from another country; I've got automatic OBD1 P30s before so I'm assuming there are automatic OBD2 ECUs available too (I've never tried, they're no use to me if they can't be chipped).

You could use a VTEC controller, but that's not really ideal either. You could also use some sort of VTEC controller or piggyback along with an automatic LS ECU.

I guess my point is that if you're making a non-stock engine, you're going to need some form of tuning at one time or another and you're not going to get that tuning from an OBD2 ECU.
