A quick, easy attempt at fixing stuck or gummed up oil rings is to pour some Seafoam or other similar carbon cleaner into each cylinder and let it sit for a while to leak down past the rings and possibly break up the sludge that could be keeping tension off the rings.Of course,if the rings and/or cylinders are worn out, there's no easy fix other than a rebuild.
Was the valve guide clearance checked before installing new valve seals? If the guide clearance is way off(and it's not that uncommon to happen)it can ruin the new seals almost immediately.
A PCV system malfunction could cause oil mist from the crankcase to be sucked into the intake tract.More than likely not enough to cause noticable smoking, but considering how cheap the PCV valve is and how easy it is to replace,it couldn't hurt to try it(and inspect the hoses at the same time) if all else fails before you pull the engine apart.
