You never knew that because he's wrong. Chipping doesn't make VTEC engage in neutral. That has to be specifically changed in the ECU program to make that happen. Chipping starts with the stock ECU program usually, or a pre-modified program, and then changes are made from there.

You're going to need a different ECU. A single cam VTEC ECU would be the closest match for what you have without having to get an OBD1 ECU and getting it chipped. An OBD2a ECU can't be chipped, therefore you need to get a different ECU so you won't have faults for the knock sensor and secondary butterflies.
