Whoever you got it from, kick them in the nuts for not cleaning off the flux (caramel colored goo around the solder joints) when it was chipped. That will corrode eventually.
The white corrosion you're looking at is usually harmless, and can be removed with a Q tip and some rubbing alcohol. Corrosion of that type is generally only harmful if it's conductive, which that shouldn't be.
