Powdercoating. 50 dollars is worth a lifetime of reliable, non-chipping shine.

A false sense of lifetime security. Powder coat is not bulletproof. Especially a 50 dollar job. yeah it's nice but you can get away with a super nice paint job that will outlast the engine for about $20

#400 sand paper $6 - anywhere
Self etching primer - $5.50 walmart

1. Prep Prep Prep. and smoothe. What you see now is what will be seen through the paint *
Edit -> Clean all surfaces before any product is applied. if you have hand oils or grease left on the cover the products will not stick and it will bubble/flake very quickly

2. If you sand down to bare aluminum shoot it with some self etching primer with light coats with 3 min inbetween and once cover let dry for 30 minutes***

3. Slick the primer with 400*

4. Apply wrinkle finish after shaking for a good 5 minutes.
shake thoroughly throughout to keep the wrinkle effect uniform. otherwise nasty little chunks along with runny paint will come out like the crusty end of mustard followed by the juice.
If not wrinkling skip this step*

5. Apply light medium coat of color
Let tack for 2 minutes and apply another coat.
Repeat untill a uniform coat has been applied *

6. Let dry for 30 miutes and apply a med-heavy clear coat.*

You forgot the degreasing and cleaning steps. Those are very important. Getting the sanding dust/ residue, and hand oils off really helps with adhesion.
Acetone and alcohol both work well and are easy to get; there are products especially for doing that but you'll have to go to a paint supply place or maybe NAPA (NAPA has nice self-etching primer in rattle cans by the way). I usually use a PPG grease and wax remover, I can't remember the part number though.

Mine's rubbing off where the spark plug wires have been touching it.
