like mentioned above, use a multimeter and check the voltage when the car is in the on (II) position (car should not be running). red probe to red wire (just back probe the wire) and ground the black probe. make sure to check the tps when its tightened down so the values are more precise. also when loose check tps voltage range by opening the tb slowly manually and see if there is any erratic values jumping (this will indicate a bad tps).
also try reseting your idle.
reset idle by
while car off, jump the wire that lets you read codes (i forgot whats it called the blue one near the ecu)
unplug iacv
turn car on (if not starting hold throttle slightly to get it running, let foot go slowly to keep from dying)
adjust the throttle body idle screw (this is assuming the throttle stop screw has not been tampered with)
when idle is well below 600-700 rpms (will go up a little when done) shut car down
connect iacv take out jumper from plug
reset ecu
start car...let it run for 20 mins...
also try reseting your idle.

ok checked tps its all in position reads fine no erratic jumps. i tried reseting my idle as well and its still ideling at like 1200 rpms. and the idle screw is all the way in. i let the air out of my coolant lines. i dont know what else to do . any other help ?

Reset the ECU. The engine is trying to run off of a different amount of air than it's used to seeing based on it's MAP and TPS values. That should help a bit. If you've swapped the TPS onto the new throttle body, you'll still need to set the TPS with a multimeter, etc.

i took the screw off just to see how far down the rpms would go and it did nothing. as far as the tps. it has been set to .45 like 90singleslam said. then i checked the book and it said tps should be at .5 so i set it there. i checked today for vacuum leaks again and there are none. ive reset the ecu like 10 times now. still idles above 1k. i dont understand. i can even take the throttle cable off and disconnect the tps and it will idle at 1k or so. i dunno what to do with it

already checked. nothing there. im thinkin maybe iacv is goin bad. but its not throwin a code or anything. i dunno yet. still tryin to figure it out. i mean its driveable but its just aggervating.

make sure your throttle cable isnt routed up off the throttle cable bracket and hitting the hood..

no its not ive made sure of it. like you said everyone has good suggestions everything and i appreciate all the help. but could it possibly be just the fact that im takin in so much more air than normal that its just not gunna idle correct?
