question: is there a tread depth requirement on tires? I've got a set of ecsta mxs I'm trying to kill off before winter but they'll probably be down around the wear bar by the nov 4. that said, is there on-site registration? the forecast says it's supposed to be raining and they definitely aren't up for rain duty.

Yes - the rule is "not corded when the tech inspector looks at 'em." Seriously, wear bars are usually at 2/32" IIRC, which is our typical minimum. Just keep an eye on 'em between runs to be safe. Worst case you have to stop a few runs early because you see cord patches.
Yes - there is on site registration for any unfilled spots, first come first serve starting at 11am. Although it's way too early to trust any weather forecast. We don't run on the oval in the rain anyway. We would either wait it out, postpone the event, or shorten the course to involve just the flat sections.

Of course when we're at the next event at VMP on the 18th there will not be ne wussing out due to rain

Very true! Langley is the only place we make any significant adjustments due to weather, mostly due to drainage on the oval. As you know, we have run at VMP in the rain and VIR-Patriot in rain AND snow.
We would shut down temporarily at any event for a thunderstorm, but not for course reasons - only so we wouldn't have people on work stations when there's lightning in the area
