You can polish just the lip if you want... But what I was asking was if you wanted to strip the paint and polish the whole thing...

Yes he wants the whole wheel polished... And thats not going to be cheap if you have a shop do it.

The wheels are Rota GT3s im guessing... I'd strip and use said combo of sand paper and polishing compound. Hard work but much cheeper.
